I've seen a few small pieces around Winona and I'm curious whose doing these. In particular, I'm curious about the Banksy stencil of the elephant bomber and also a piece that says something like "GET ME OUTTA HERE". Any info would be appreciated! I'd like to discuss some ideas and maybe collaborate on some pieces!

Not to deflate your enthusiasm, but it sounds like you're asking someone to take credit for anonymous vandalism. If you were, that would put yourself and said artist at legal risk.
Just concerned for others safety.

If you're standing in front of Blooming Grounds facing the river, walk down the sidewalk until you get to a silver box (some sort of utility thingy) on your right and you will see both.
