Here it is: FRIDAY 5:30 pm Parenting Caucus Riverway Learning Community [free] A facilitated dialogue for parents. This discussion will explore a variety of issues that pertain to child-rearing in this community: what things come easy being a parent here? Where is there a lot of support for parents in this community? What aspects of raising children here are difficult? Can the difficult things be changed to be more accommodating for parents? These are flexible topics that can transition into issues that parents present at the event find important. And parents, don’t let fear of not finding a babysitter stop you from coming out – there will be childcare provided for you for free at this event. 7:00 pm Benefit Dinner Riverway Learning Community [$10] We are hoping a lot of folks make the trip out to Riverway for the Long Weekend’s opening festivities. As one of our main fundraising efforts of the weekend, we are preparing a warm meal using Riverway’s newly remodeled kitchen. The meal will include a vegetarian baked pasta dish with a vegan option, garlic bread, salad bar, and your choice of water, tea, coffee, or juice. 8:00 pm Cakewalk Riverway Learning Community [$1/walk] After dinner, come win a big tasty dessert to take home! There will be a colorful array of cakes and pies waiting to be won by you in this exciting musical chair style game! All the chairs are numbered and in a circle. While music is playing, everyone walks around the circle nervously waiting for the music to stop. When it does, everyone quickly sits down. Children will surely be fascinated with the wilderness. 12:00 pm Mendota Dakota Solidarity Winona County Historical Society, May Murray Room [Sliding Scale $3–15] Presenters from the Mendota community in the Twin Cities area will discuss the importance of truth telling in communities like Winona – to help us understand how we can work to be accountable for the injustices of our history. This will include practical tips for offering solidarity to contemporary indigenous struggles. Childcare provided. 2:00 pm Community Gardens Plots Red Tail Community Center [free] Hear from folks heading the Community Garden Plots project – a newly formed group eager to reestablish community gardening in Winona. They will give an update on the location development and their plans for the 2009 growing season and beyond. Come learn more about the group, find out how to have an individual plot in the community garden, and of course – how you can get your hands dirty helping the gardeners out come spring! Childcare provided. 4:00 pm Supporting the RNC 8 Winona Arts Center [Sliding Scale $3–15] On Saturday, August 30th 2008, the Ramsey County, Minnesota Sheriff’s Department executed search warrants on three houses, seizing personal and common household items and arresting RNC protest organizers Monica Bicking, Garrett Fitzgerald, Erik Oseland, Nathanael Secor, and Eryn Trimmer. Later that day, Luce Guillen-Givins was arrested leaving a public meeting at a park. Rob Czernik and Max Specktor were arrested on Monday, September 1. These arrests were preemptive, targeting known organizers in an attempt to derail 2008 anti-RNC protests in St. Paul, MN before the convention had even begun. The RNC 8 were originally charged with conspiracy to riot in the 2nd degree in furtherance of terrorism, a felony which is the first ever use of Minnesota’s PATRIOT Act. A presentation from the defendant’s support committee will offer background information for the case and initiate a discussion about how small communities in the region can offer solidarity and support. Kids’ table! 7:00 pm Bill Brown: Words & Film Red Tail Community Center [Sliding Scale $5–20] Bill Brown is a nomadic filmmaker, photographer, and author from Lubbock, Texas. He has produced films coast-to-coast, from (and about) one corner of the continent to the other. His works have been screened at numerous festivals and museums, including the Sundance Film Festival and the Museum of Modern Art in New York. He describes his films as postcards with a pretty picture, but instead of written words on the back there is a voiceover. He’s also the author of the internationally distributed zine called Dream Whip which currently has 14 issues, and the novel Saugus to the Sea. His works are much like This American Life taken off NPR and put on page and screen. This Fulbright Fellowship recipient also likes taking long Greyhound trips in his spare time. A former Winona Arts Center Committee member has gone on record saying, “Bill Brown is absolutely my favorite author and independent filmmaker!” That is reason enough to attend Bill’s first appearance in Winona. Equal parts poetry, photography, travelogue, sociology, folk science, storytelling, philosophy, and in the spirit of DIY ethics; his works are crafted with a fine eye for detail and a keen ear for the stories that surround us. He creates eminently unique bodies of work marked by stunning visuals and a personal voice, hovering stylistically somewhere between ethnographic study, idiosyncratic travelogue, and critical essay. You will not want to miss the presentation this inspiring, multi-media madman will lovingly share with Winona. Childcare provided. 9:00 pm Carpscale Orchester and Dreamland Faces Ed’s No-Name Bar [donations] The Winona debut of our new favorite band, Carpscale Orchester! C.O. are a group of super-heroines that you might recognize from The Ditchlilies, Black Blondie, The Knotwells, the Mullet River Boys, Hips Don’t Lie, Hex, Harlequin, Dreamland Faces, and plenty more. Armed with viola, violin, stand-up bass, accordion, and piano, and influenced by Astor Piazzola, Bela Bartok, Venezuelan/Eastern European/Italian/Egyptian/Greek blues (Rembetika) music, it is no stretch to say that you’ll be blown away. If you don’t already know D.F. here are some words to help: ethno-musicologist, accordion, mini-megaphone, hand-saw, tango, waltz, Ellington, Robeson, other-wordly, music-box, haunting, heartbreaking, nostalgic, vaudeville, cabaret. The editorial collective would like to know: What are some topics readers would like to see explored in the Free Winona that haven’t been? Do you notice running themes in the newspaper, and if so, do you think they offer helpful analysis for Winona? Do you want to be a part of the editorial collective, or contribute in some facet or another, but don’t know how? (arts center?) and perhaps "perform" once a month. He wants people to come out with their bicycles on his his birthday and do any repairs or maintainence needed in a nice warm space. DDBC will bring out the specialty tools and hand cleaner etc. for people to use on their bikes. We, of course, will be accepting any cash donations to the club with the hope that we can get back to some useful programs this summer. Also at some point the bands will start playing, The Cankickers has confirmed that they will be playing and other bands are to be announced. If anyone is interested in bringing any other useful/fun things to this event should.....such as food, patches, shirts, stickers, promote yourself, & general stuff like that to make it a well-rounded event. Fourteen thousand books need to be transported to their new home and we are looking for volunteers to help pack the books into boxes. We need packers, folks to move the books and the shelving and also setting up the shelving on Second Street. We are also looking for people to make food for the crews. We will need packers Sunday May 25 and also on Tuesday May 27. On Wednesday May 28 we will need unpackers. We will need the movers on Tuesday May 27 and Wednesday May 28. May 27 will be the big moving day when we will try and move as much as we can. Any hours you can give will be a great help to Chris and his staff. Along with him, the debut performance of new Winona band called The Diving Bell. Adam August and Friends will bridge the gap between the workshop and the show. The workshop will kick everything off at 9. Wild Nettle Distro will also be there. This is all happening at the Canswer House (367 Grand Street). Here is a description of the workshop: 2010 Olympic Resistance Workshop: The 2010 Winter Olympics is set to take place this February in occupied Coast Salish (Canada's West Coast) bringing with them social cleansing, ecocide, gentrification, a full-scale police state, and the further colonization of indigenous lands. As the ordinance is now drafted, houses will be constructed which will be seen from the valleys within the city. This is your chance to tell city leaders you want the bluffs protected from development! Give them your best reasons why you think we should be able to enjoy the bluffs as they are. " A GOOD VIEW FROM THE TOP DESTROYS THE VIEW FROM THE BOTTOM" --- Jim Galewski Problems with the draft ordinance: 1) Houses will be constructed on bluffsides up to 25% slopes - this will permit more developments like "Treetops" in Pleasant Valley where the houses are 1/3 up the side of the bluff. We recommend no development on slopes over 18%. 2) All "unplatted" land is exempted from the entire ordinance - this means any landowner can construct a house without any limits on its location on the bluffsides or blufftops. The planning department reports there are 213 unplatted parcels of land in the city. The ordinance would only apply if a development were "platted" for more than one house. This provision was inserted in the past few weeks after the Winona Area Chamber of Commerce representatives met with city officials and said restricting development for individual property owners would be "taking" the landowners right to develop his/her property. This provision must be removed. Any zoning and restrictions the city has on what a landowner can do with property could be considered "taking" their rights - why should protecting bluffs from unsightly development be different than any other already existing restrictions the city has on what property owners can do? 3) There are no visual standards for where houses can be constructed. The ordinance requires certain "setbacks" in a "bluff impact zone" near blufftops, but even if a house were going to be visible from the valley below the ordinance does not prevent it from being constructed. On the Mississippi river facing bluffs, houses may be restricted because of their visual location, but in the smaller valleys like Gilmore, Pleasant, East and West Burns valleys there are no provisions for restricting houses based on visual location. We recommend no structures be allowed on blufftops if they would be visible from the valleys below in "leaf-off conditions" (throughout the entire year). This can be determined with a "viewshed analysis" using GIS technology the city has. Following this public hearing, the city planning commission will vote and make a recommendation on the ordinance to the Winona City Council which will also hold a public hearing prior to a final vote establishing the Bluffland Protection Ordinance.
